On 16 December 2014, Director of the Institute for Standardization of Bosnia and Herzegovina, Mr. Aleksandar Cincar, paid a working visit to the Federal Agency for Technical Regulation and Metrology of the Russian Federation (Rosstandart) upon invitation of the management of Rosstandart.

Rosstandart plays an important role in the efforts of the Russian government to reduce trade barriers and get the Russian economy aligned with the global market. Representatives of this agency worked with representatives from the public and private sectors to develop a national standards strategy for the Russian Federation. This document establishes a framework for moving towards a system based on voluntary consensus standards. Given the fact that the voluntary standards system in Russia is only beginning to emerge, Rosstandart continues its work on the development of GOST R standards, the national standards of the Russian Federation.

Among other activities, Rosstandart represents the Russian Federation to international and regional standards organizations (such as ISO, IEC and EASC), and administering GOST R certification program for products.

Management of Rosstandart acquainted Mr. Cincar with the history, development, structure and activities of Rosstandart. Experiences were exchanged on the structure of the standardization system in the Russian Federation and Bosnia and Herzegovina. Discussions were held about the distribution and sales of standards, possibilities for cooperation in the field of information exchange, conformity assessment, certification and labeling of products imported into the Customs Union market.

During the visit, in the presence of representatives of the Embassy of Bosnia and Herzegovina, the Memorandum of Understanding was signed between the Institute for Standardization of Bosnia and Herzegovina and the Federal Agency for Technical Regulation and Metrology of the Russian Federation. On behalf of the Institute the agreement was signed by Mr. Aleksandar Cincar and on behalf of Rosstandart, Mr. Alexey Abramov, Head of the Federal Agency for Technical Regulation and Metrology.

By signing the Memorandum of Understanding the cooperation between these two institutions has been raised to a higher level and new opportunities for joint work on the development of standards and standardization were opened.
