A step towards Europe in the calculation of the design heat load in buildings
At the session of the Technical Committee BAS/TC 47, Appliances and systems for heating and refrigeration, which will be held on Friday, June 4, 2021, in the premises of the Institute for Standardization of Bosnia and Herzegovina in East Sarajevo, it is expected that the members of the Technical Committee, after final consideration, will adopt a standard for the calculation of design heat load in buildings - BAS EN 12831: 2021.
In the past few months, with the support of the Czech Office for Standards, Metrology and Testing (ÚNMZ) and the United Nations Development Program (UNDP), the experts from the Technical Committee BAS/TC 47 have translated a technically very demanding standard from English into the languages in official use in Bosnia and Herzegovina. After that, the text was proofread and harmonized among the members of the Technical Committee and part of the professional public, so the standard is submitted for final consideration and adoption in the form of a draft.
The translation and adoption of BAS EN 12831 creates preconditions for the development of national amendments to the standard (Annexes), after which the standard will become complete and applicable in Bosnia and Herzegovina.
It is important to emphasize the great significance of the adoption of this standard and national annexes in the field of buildings and energy efficiency.
This area has been unregulated so far, i.e., the calculation was undefined, which created difficulties for all stakeholders in practice. Calculation methods that were used were mainly from an the old German standard DIN 4701, and in accordance with the proposal of the JUS standard from 1978, while European standard EN 12831 was superficially and incompletely used. It is important to emphasize that meteorological data used in the calculation have not been updated for almost 40 years, and that they were determined in accordance with the DIN standard.
So far none of the surrounding countries (former Yugoslav republics) have translated the standard, so it can be said that the Institute for Standardization of Bosnia and Herzegovina is a leader in the region when it comes to regulating this area, especially after the study and adoption of national annexes. Then it can be said that the standardization work has been completed in full and that the competent ministries can adopt regulations in which they will refer to the adopted standard and national annexes, which will make their implementation mandatory. At that moment, Bosnia and Herzegovina will have legislation which is harmonized with EU in this area, and our businessmen will be competitive in the market.
The success of the Institute for Standardization of Bosnia and Herzegovina in this endeavor is also guaranteed by the engagement of one of the best European experts in the field of heating, ventilation and air conditioning, PhD Branislav Živković, a retired professor at the Faculty of Mechanical Engineering in Belgrade, who provided enormous advisory assistance to the members of the Technical Committee of BAS/TC 47.
At the occasion of holding a session at which the adoption of BAS EN 12831 is expected, on Friday, June 4, 2021, at 10.00 am, a press conference is scheduled in the amphitheater of the Institute for Standardization of Bosnia and Herzegovina which, in addition to the management of the Institute and members of the Technical Committee, will be attended by PhD Živković from Belgrade.
