Federal Ministry of Physical Planning - Bylaws referring to BAS standards

The Federal Ministry of Physical Planning is the public administration body in Bosnia and Herzegovina that has adopted the largest number of acts referring to BAS standards, which creates conditions and preconditions for their better application, removal of barriers to trade, removal of differences between national technical regulations of different countries.
 
The Federal Ministry of Physical Planning competent on the territory of the Federation of Bosnia and Herzegovina for physical planning and improvement, policy of land utilization, drafting, enforcing and applying the Physical Plan of the Federation of BiH, directing a long-term development in utilization of natural resources, geological researches, drafting of basic maps of geophysical, seismological, geothermal or minerogenetic , geochemical, geomorphological and other maps, preparing geological backgrounds for physical improvements, and other tasks as set out by the applicable legislation, has prepared and adopted 22 bylaws which refers to BAS standards.
 
The total number of BAS standards referred to in these acts is 790.

  • Rulebook on geotechnical survey and testing and organization and content of geotechnical engineering missions 
  • Rules on the requirements for persons who carry out acts of conformity assessment of construction products
  • Rules amending the rule on the requirements for persons who carry out acts of conformity assessment of construction products
  • Rulebook on minimum requirements for energy performance of buildings
  • Rulebook on minimum requirements for energy performance of buildings - Annex “A” which lists BiH standards and other technical specifications for calculation and testing of building components and the building as a whole regarding the minimum requirements for energy performance of buildings to be met when designing new and significantly  renovating existing buildings to whose application this Rulebook is referred to;
  • Rules on technical standards for indoor and outdoor fire hydrant network
  • Rules on technical approval for construction products
  • Rules on technical characteristics for construction products to be built in concrete structures
  • Rules on technical characteristics for construction products to be built in masonry structures
  • Rules on technical characteristics of construction products designed and installed in the system of drainage and treatment of rainwater and wastewater
  • Rules on technical characteristics of the system for heating and cooling in buildings
  • Rules on technical properties of the system of ventilation, partial air conditioning and air conditioning in buildings
  • Rules on technical characteristics for steel and steel products to be installed in steel constructions
  • Rules on technical qualities of the cements in concrete constructions
  • Rules on technical qualities of chimneys in constructions
  • Rules on technical qualities for windows and doors
  • Rules on technical requirements for thermal protection of buildings and rational use of energy
  • Rules on the conditions for carrying out the energy certification of buildings
  • Rules for fire protection of high rise building 
  • Rules on certification of construction products, materials and equipment that are in use or that are installed
 
During the analysis, it was determined that in most of the adopted rulebooks dated reference to standards was made (426 BAS standards), meaning that the adopted rulebooks would have to be modified when publishing new editions of standards.
 
Rulebooks in which an undated reference to standards (364 BAS standards) was made will not have to be modified when certain requirements in the standards are amended.
